Your municipality's TNR program, organized and auditable

Meow Metrics centralizes the census, veterinary actions, incidents and coordination with volunteers. Everything is recorded, traceable and ready to be justified before the municipal council or in a grant call.

The problem

The problem is not just managing colonies. It is coordinating the whole system.

A municipal TNR (Trap-Neuter-Return) program involves the municipality, veterinary services, colony caregivers and, in many cases, an animal welfare association or a contracted company. When information is scattered across spreadsheets, emails and messaging groups, the program exists but cannot be demonstrated.

Lack of communication

Information is scattered among the municipality, caregivers, veterinarians and animal welfare associations, and following up on incidents and actions becomes slow.

01

Lack of tools

Without a common system, data is recorded in a scattered or manual way, which limits traceability and report generation.

02

Lack of resources

Without clear data it is hard to plan the budget, justify spending and apply for public grants.

03

Without centralized data there is no traceability. Without traceability, management loses its capacity to make decisions.

What is Meow Metrics?

A digital infrastructure for the public management of feline colonies

Meow Metrics is the feline colony management platform for public administrations developed by Zoometrics. It is not a census or a registration app: it is a tool for coordination, traceability and decision-making.

It stems from direct knowledge of municipal operations, of TNR management in the field and of coordination with volunteers, not from an adaptation of generic software.

Colony census and map

Georeferenced registry of colonies, animals and incidents, with a territorial view to plan actions and prioritize areas.

A cat’s veterinary records in Meow Metrics: neutering, microchip and deworming with their dates

Traceability of every animal

Complete history of sterilization, identification, treatments and health status.

Meow Metrics main dashboard: quick actions, cats managed, time worked, actions and alerts logged, and TNR protocol by colony

Incident management

Alerts with date, location, description and photograph. Litters, injured cats, new colonies or neighbor conflicts, with follow-up until resolution.

Coordination of stakeholders

Municipality, veterinary services, caregivers and animal welfare associations in a single environment, with differentiated roles and permissions and municipal validation of the data.

Meow Metrics indicator cards and charts of registrations, neutering, veterinary interventions and conflicts

Reports and TNR progress

Real-time updated data, trend analysis and progress tracking by colony and zone.

Volunteer coordination

Chat and internal communications, a digital collaborator card linked to the collaborating organization, and incident reporting from the street.

Grants

Documents and reports generated from the data you already have

The most frequent reason why a municipality does not apply for grants for its TNR program is not being unaware of the calls. It is not having the actual time to prepare the documentation.

At the association and municipality levels, Meow Metrics generates grant and technical documents and reports from the data already recorded in the platform: colonies, animals, actions and volunteers.

First module aimed at the calls of Spain’s Directorate-General for Animal Rights (DGDA), with planned expansion to regional and provincial programs.

For a municipality, the definitive argument is another municipality

Frequent objections

What we are usually asked before taking the step

"We are a small municipality and we have no budget."

The terms are adapted to the size and capacity of each municipality. In addition, the platform makes it easier to access grant calls that many municipalities do not apply for due to lack of administrative time.

"We don't have staff to manage this."

The platform is designed to work with very few human resources and to make use of the knowledge of local volunteers. It reduces administrative burden, it doesn't add to it.

"There is no regional regulation yet."

The census, the organization of the stakeholders involved and the relationship with volunteers can move forward without that development. Waiting is the most frequent cause of paralysis.

"We don't know where to start."

That is exactly the conversation we have in the demo. We support the launch, the initial setup and the loading of historical data.

"We already have data in spreadsheets."

The platform allows bulk loading of historical data on colonies, volunteers and incidents, so the transition does not force you to start from scratch.

What happens in the demo

30 minutes + Q&A, no sales pitch

The session is not a product presentation. It is a review of the specific situation of your municipality.

What do we do in the session?

01

We review where your municipality stands: census, ongoing actions, relationship with volunteers

02

We show you the platform applied to a case similar to yours

03

We identify which grant calls you could take advantage of

04

We tell you what order of work makes sense to follow, whether or not you use the platform

If the conversation shows that it is not yet the right time, we will tell you.

Frequently asked questions

The questions that always come up

How much does it cost?

Pricing is provided after a demo and depends on the population and the modules.

How do you sign up?

The subscription is annual. We support you in preparing the documentation your municipality needs.

How long does the rollout take?

It depends on the volume of prior data. We include assistance with the initial data loading and training for municipal staff and volunteers.

Is there a cost for volunteers?

They can use the free account (“free user”), with their data kept private. The municipality is the one that signs up.

Does it work without mobile signal?

Yes. Data is still recorded and synchronized when the connection is restored.

What if the local government changes?

The program is documented in the platform, with a complete history and exportable data. Ownership belongs to the municipality, not to the people who manage it.
