Spain’s Law 7/2023 · TNR program
How to launch a municipal TNR program
A practical eight-phase guide for municipal officials. What to do at each stage, what to check before moving on to the next one and which mistakes slow the process down.
Ley 7/2023 de bienestar animal (Spain’s Animal Welfare Act) gives municipalities responsibility for managing the cat colonies within their municipal area. For most of Spain’s 8,131 municipalities this means taking on a new obligation with no close administrative precedent and, in many cases, without specialized technical staff.
This guide does not explain the law. It explains how to set up the program.
