Spain’s Law 7/2023 · TNR program
Spending checklist for a quality municipal TNR program
A practical guide for municipalities, associations and volunteers. Useful whatever the size of the municipality or the call for grants you apply to.
Every year, those who manage urban cat colonies must decide which actions to include in their TNR (Trap-Neuter-Return) program and how to justify the corresponding spending. Grant application forms (Annex I or equivalents) make it easier to submit and assess applications, but this simplification has a cost: many real actions of a good TNR program are not reflected in the detail they deserve.
This checklist bridges that gap. It gathers, progressively by level, the items we identified while working with municipalities of different sizes and budgets, together with various social organizations across Spain.
